From the judges' evaluation report:
"The proposal is a delightfully amorphous and cheerfully red, concrete-walled building that is completely different from its surroundings. Its colouring brings to mind the red-ochre buildings in rural areas. The museum clearly follows the lines of surrounding housing blocks, leaving a beautiful square on its western side and a pleasant harbour basin in the middle.
The museum is characterised by a pleasant and bright optimism in its choice of colour, in the shapes of the entrances and choice of windows."
